What is a being verb?

A being verb tells what a subject is, was, or will be. Being verbs are forms of the verb TO BE. Being verbs are also called linking verbs.

    No. Being verbs do NOT express action; they indicate a subject's state of being. An action verb shows an action and tells what a subject does.
